Abstract:
The data set consists of boundaries of Significant Coastal Fish and Wildlife Habitats (SCFWH) as identified by NYS Department of State, Division of Coastal Resources. The areas involved are all limited to the perimeter waters of NY State. These include Lake Erie, Niagara River, Lake Ontario, St. Lawrence River, Hudson River (to the Troy Dam), and marine waters around NYC and Long Island.
Purpose:
To satisfy requirements of Article 42 Executive Law and implementing regulations found at 19 NYCRR 602 which describe the identification, assessment and designations of Significant Coastal Fish and Wildlife Habitats under the State's Coastal Management Program.
Supplemental_Information:
Original data was hand-drawn over DOT topographic quadrangle sections and filed with local governments. Each identified habitat has an accompanying text narrative describing the living resources values leading to designation as a Significant Coastal Fish and Wildlife: these narratives are not included as part of this data set. For information on the SCFWH documentation contact Stephanie Wojtowicz at the Department of State at the address noted below. Digital data set (version 1.1) was previewed by NYS DEC Habitat Inventory Unit and subsequently corrected as per their recommendations. The original digital version of the SCFWHs, Version 1.2, has been replaced with this current version 2.0. Version 2.0 includes changes/updates to the Peconic estuary (2002), north shore of Long Island (2005), the south shore of Long Island (2008), and the Hudson River (2012). Scale: 1:24000

Data was created in MapInfo versions 4.5 to version 10.5 for the majority of the SCFWH. Some of the habitats along the eastern shore of Lake Ontario and along the St. Lawrence River were digitized in ArcInfo and exported into the MapInfo format. Original draft work for Long Island habitats was also done in ArcInfo and exported into the MapInfo format. Work was done on the Windows operating system. Data stored on a server under \GIS\Basedata\Habitats\ Significant Habitats\ Coastal_Habs V2.0 and take up approx. 1.9 MB of disk space.

Logical_Consistency_Report:
Repeatedly checked by ObjCheck Version 3.0 by MapInfo and any reported errors were all corrected. A second check included data being translated into ArcInfo using MapInfo export utility Arclink Version 3.2 and the resulting coverage was checked for logical consistency within ArcInfo. All errors due to differences between MapInfo and ArcInfo were corrected on the original MapInfo data.
Completeness_Report:
Spatial analysis is complete. Taxonomic attributes were generalized to include the town and habitat in which the majority of the habitat falls. These names were compared with the names maintained in the state's municipal boundary coverage and on the paper narrative document records for each habitat.

Most polygons were created by "heads-up" digitizing using scanned registered planimetric quads, and orthophotography as a base. Some polygons were hand digitized using USGS and DOT Topo Quads and NOAA Navigational charts as base maps and checked against scanned registered DOT Planimetric Quads. Hand digitized polygons had a Root Mean Square error values ranging from 0.003 - 0.000.
