Abstract:
A map of the extent of submerged aquatic vegetation and water Chestnut in the Hudson River Estuary in 2014.

Purpose:
Submerged aquatic vegetation (SAV) is an important habitat and site of primary production in many aquatic ecosystems. Prior to 1995 there was no baseline information on SAV extent or distribution in the tidal freshwater Hudson River or any information on how the extent of SAV is changing with time. The 2014 mapping project is a continuation of SAV monitoring efforts from 1997, 2002 and 2007. The current SAV mapping was conducted in order to determine the status of the resource in 2014, and to compare the extent of SAV in 2014 with that observed in 2007.

Supplemental_Information:
SAV mapping in the Hudson River Estuary was conducted in four separate time periods using different sources of funding. The 1997 mapping was initiated with NOAA funds, Hudson River Foundation funds, and N.Y. State Environmental Protection Funds through the Hudson River Estuary Program. In 2002, 2007, and 2014 mapping was undertaken with N.Y. State Environmental Protection Funds through both the DEC Hudson River Estuary Program and the NYS Ocean and Great Lakes Program.
In 1994, collaboration was initiated between the Institute of Ecosystem Studies (IES), now the Cary Institute of Ecosystem Studies, HRNERR/NYSDEC, and the Cornell Laboratory for Environmental Applications of Remote Sensing (CLEARS), now IRIS, in partnership with HREP. These groups provided diverse expertise to enable the first broad delimitation of SAV and Water Chestnut in the Hudson River.
In 1997, SAV and Water Chestnut were mapped in the mainstem of the Hudson River. In 2002, 2007, and 2014 three more SAV inventories were undertaken with expanded areas of study, which included coves and major tributaries. Nine major tributaries were identified as part of the SAV mapping area: Rondout Creek, Catskill Creek, Esopus Creek, Annsville Creek, Croton River, Stockport Creek, Moodna Creek, Fishkill Creek, and Wappingers Creek. SAV, Water Chestnut (Trapa natans) and Upland (buoys and islands that were included for georeferencing purposes) were mapped from Troy to Yonkers.
Submerged Aquatic Vegetation is represented by Vallisneria americana. Vallisneria americana is dominant in association with Myriophyllum spicatum, Ceratophyllum dermersum, Elodea muttallii, Najas sp., and Potamogeton perfoliatus. Trapa natans is dominant in association with Spriodela polyrhiza, Myriophyllum spicatum, and Nuphar advena.
The absence of mapped SAV means its presence was not discernable from the aerial photography due to water turbidity, higher than optimum tide, overhanging vegetation, shadow, sun glint, or SAV was not present. Discernable SAV may not have been mapped if the bed was smaller than the minimum mapping unit.

Delineation of the three land cover categories (Upland, Vegcode=1; Vallisneria Americana, Vegcode=2; Trapa natans, vegcode=3) was accomplished through on-screen digitization of digital aerial photography. The smallest feature that could reliably be drawn using this system was a polygon with an area of 5-10 m2 at a scale of 1:500. Polygons as small as 5m2 were created and were later aggregated to the minimum size delineation of 60m2 with polygons within 10 meters of each other being merged. Maps are meant to be displayed at a scale of 1:24,000.

The inventory included broad delimitation of SAV and Water Chestnut beds in the Hudson River Estuary using aerial photography for primary data collection. Field sampling of random points was used to verify the photo interpretation, following established digital image processing accuracy assessment protocols. SAV polygons were visited in the field and Water Chestnut polygons were assessed from 2016 aerial photography.

High quality, true color aerial photographs were acquired on August 10 and August 16, 2014 by Kucera International of Willoughby, Ohio. Photographs were acquired with 60% forward lap and 30% side lap, at the nominal scale of 1:42,000 under ideal conditions within two hours of low tide and clear atmospheric conditions. Flight and mapping criteria followed the 1994 NOAA C-CAP protocols for SAV mapping. Details are available from <http://www.csc.noaa.gov/>. The classification system was developed through consultations between HRNERR and IRIS. The three-category classification system included numerical codes, descriptive fields, and type identifiers. The classification scheme was comprised of three types: UP (Vegcode=1) identifies upland areas that helped with georeferencing of the imagery. It is also provided when contextual information is needed to clarify the distribution of the other classes. For example, beds surrounding a land mass; VA (Vegcode=2) identifies areas of Vallisneria americana which is the dominant species in the community of continuously-flooded substrates with rooted aquatic vegetation referred to as submerged aquatic vegetation. Development of digital interpretation protocol. A pilot project between the Troy Dam and Hudson was implemented to assess the transferability of direct photo-interpretation procedures and protocols to a strictly digital interpretation. The interpreter mapped the three classes within the pilot area using the class spectral signatures. Vallisneria americana (water celery), for example, varies in color from light green-brown to dark green-brown to dark green-blue. The bed texture is smooth, velvety to fine bumpy; depends on plant density, species composition, and bed location at or below the water surface. The leaves of Trapa natans (water chestnut) are light green to yellow-green to creamy white. It appears to have smooth bed texture due to uniform leaf size and shape. Results were reviewed, discrepancies discussed, and a field visit to address discrepancies was made with HRNERR staff. After the pilot study, interpretation proceeded on a flight-line by flight-line basis. The completed delineations were edited for accuracy and completeness.

Aerial photographic interpretation and mapping completed by Cornell IRIS, Ithaca, NY. Photos were interpreted visually through an on-screen interpretation method. The interpreter used their training in key indicator signatures for object recognition and interpretation with true color digital aerial photographs. Delineation of the three land cover categories (described above) was accomplished through on-screen digital photo-interpretation in ArcGIS 10.4.1. Each polygon was drawn on screen and saved in a shape file. Each polygon was labeled with the appropriate label.
