OGS Consultant Contracts

 

This document serves as a method for disseminating information about what contracts and services are available, and provides details on the Mini-Bid process. In addition, there are step-by-step instructions on how to locate information concerning GIS firms under the OGS Mini-Bid process on the OGS Web site (under "Procurement Services") for those who might be interested.

The Office of General Services (OGS) establishes statewide contracts for a variety of services. They also have a process called a "Mini-Bid" which has been established to reduce the time frame required to award work to firms whom they have pre-selected for various types of service categories. These contracts are available to both State and local governments. OGS describes the process as follows:

With Agency Selection Based Upon a Mini-Bid Approach

OGS maintains a diverse group of consultants under contract to provide computer consulting and training services for small to mid-size projects. Maximum hourly and training rates have been established in each contract. The agency (seeking these services) is required to first contact OGS to help prepare its Project Requirements Document and define its technical needs. Contractors who have the particular category/ies requested in the Project Requirements document will be invited to bid. The agency is responsible for evaluating the bids based on "Best Value." Upon selection of one or more contractors, the bid documentation is forwarded to the Office of the State Comptroller for review and formal approval. This mini-bid process, from project initiation through project award, takes from six to twelve weeks depending on the complexity of the project.

Accessing GIS Vendors Currently Registered for the OGS Mini-Bid Process

  • Go to OGS Home page at: http://www.ogs.state.ny.us/default.asp.
  • Click on "Procurement".
  • Click on "Information Technology".
  • Click on "Computer Consulting, Systems Integration and Training".
  • Click on "73012" (Computer Consulting, Systems Integration and Training).
  • Click on the "S960275" (Computer Consulting, Systems Integration and Training).
  • Click on "Pricing and Contractor Information" at the bottom of the page.
  • Click on "All Other Categories."
  • A form will appear. (You can bookmark this page to shorten the process in the future.) On the form, under type of service, check "Consulting," under category of expertise, check "Geographic Information Systems (GIS)." Then click the "submit" button and, on the next screen, the "continue" button.
  • This will provide you with a listing of GIS vendors and their prices.
  • If you click on "Contractor Mailing List" at the bottom of the page, you will get the addresses, phone, fax and email address for each.
  • After you've had a chance to review the "Contractor Mailing List", click on "Return to Award".
  • At the bottom of the page, click on "How To Use This Contract".
  • Follow the instructions from there. (Please note that templates are provided for your assistance.)

Ms. Sylvia Casper of OGS has stated that, under continuous recruitment, new contractors are added to the Mini-Bid listings on an on-going basis. OGS recommends that the information on the Internet be checked prior to doing a mini-bid project so that the latest list of contractors is used.
